NPCs or Non-Player Characters, are characters that are available for all writers to use.
If you choose to use an NPC then be sure to check the Current Threads section of thier Wiki page so you can verify that they are not currently in use. Additionally be sure to update the Current Thread section of their wiki so other authors don't attempt to use the same NPC simultaneously.
