As the Imperium expanded its influence, the need for a large and powerful walker became necessary in order to remain militaristically superior. Although the Imperium was using AT-ATs and fast airspeeders to defend its territories, they needed to project an image of power. The Goliath Walker was designed by a consortium of different corporations, manufactured by the Imperium's Testria Weapons Labs, and has thicker armor, more powerful weapons and a higher top speed than the AT-AT, although it costs considerably more. The high cost has meant that the Imperium hasn't ordered a large enough number of these walkers for them to make a major impact on the strength of the Armed Forces, but they are trooped out at ceremonies to show the military might of the Imperium when necessary.
When Darth Trayus took over the Shadow Imperium and reforged it into the Crimson Empire, he took interest in the design and, following the Tingel Arm Sieges, decided to start producing the walkers for wartime purposes. He used his war to fuel the costs and materials required for the endeavor, and the walker soon became a normal sight to see in battle.
