Imperial Decree No.117 was a proclamation made by Emperor Joran Thorn in 16 ABY, first as an address to the Confederate Senate and then to the general populace. In it, he proclaimed the dissolution of the old system, introducing a new system where each system elected ONE representative. Minority groups would be represented by non-voting Legates. The Chief Senator would no longer be elected among the Senators, but chosen by the Emperor to represent his interests.
At the same time, the Emperor proclaimed the formation of several new provinces in place of the old Sector system. Each province would be governed by a Regional Governor, tasked with collecting taxes, fight corruption, enforcing Confederate law and maintaining order.
In closing, he appointed the first Regional Governors:
Empress Alia DeRoon-Thorn were made Governor of the Heartlands Province; Lord Duric Orvarrin of the Huan Province; Lord Terran Vild of the Millardi Province; Lieutenant General (Rtd) Charles Maine of the Morrian Province; Major General (Rtd) Rebecca Harrison of the Luxor Province; and First Admiral (Rtd) Daira Tel'Anh of the Rezna Province.
The Decree was cancelled after the Confederate Civil War, and the Provinces replaced by the Confederate Sectors.
