Javin Sayul was a governor, and considered a very important official, in the Shadow Imperium's heirarchy. Being the public face of the Imperium (which was rather ironic, given their galactic stature), Javin served the interests of Keldon Tyfus's regime loyally. Rather than working for the Supreme Commander of the Imperium's forces, he worked alongside Tyfus, and together they built the Shadow Imperium into what it had become before the arrival of Darth Trayus and his assault on the government, and subsequent reformation into the Crimson Empire.
Recognizing the need for a ranking official to serve as the inevitable necessity for a public face for his empire, Trayus opted to keep Javin Sayul in his position, noting his talents as a politician. It was obvious, with the later Shadow War, that Trayus would need someone like him to keep the true intentions, motives, and most importantly, leadership, behind the Crimson Empire a mystery. During the closing moments of the War of Darkness, Trayus appointed Javin as High Moff of the Crimson Empire, the highest political title attainable in the regime, and officially bestowed him as its public figure, in place of Tyfus. It was contested that this was partially to take Reng Kasr's prying eyes off of the former Grand Admiral, while at the same time allowing Tyfus to focus primarily on the war effort, thus giving the Crimson Empire a more efficient and effective military.
