Designed by Kuat Systems Engineering for the Cylon Imperium the Severus-class Command Ship is described as a "ship killer." Using many state of the art technologies, KSE managed to create a vessel that Empress Eve found to be extremely impressive. Because KSE shipyards are not equipped to manufacture vessels of such magnitude, they only designed the Severus-class, Cylon Imperial Shipyards built it.
It is an extremely time consuming and expensive vessel to create. Therefore there are few that are known to have been built, the Severus, the Harbinger, the Edict of Darkness, the Warbird, and the Knightfall.
Of them all, the Harbinger is the only ship financed by a source other than the Cylon Imperium or the Pravus Imperium. After taking the Severus, the Darksider known as Sion used the blueprints of this prototype vessel to create another that would have no prior affiliation to the Imperium.
