Teleportation: The Specter has the ability to teleport himself, the clothes he is wearing, and within limits a certain amount of additional mass which is in contact with him. He teleports by displacing himself into an unknown dimension, traveling through it, and then returning to his own dimension at a certain distance from his point of departure. He consciously determines his point of return. The entire process occurs so quickly that he is unaware of being in the other dimension at all. The Specter guides himself through the other dimension by a subconscious, natural direction-finding sense. Although he controls his teleportation ability with his conscious mind, his power to teleport is not psionic. Rather it is the result of an unknown biochemical/biophysical reaction which he triggers mentally. When he teleports he leaves behind gray smoke and the faint smell of burning wood.
Subconscious Spatial Awareness: The Specter has a subconscious extrasensory ability that prevents him from teleporting himself so that his feet, for example, would materialize below the surface of the local ground. This spatial awareness also grant him a permanent 360 degree field of sense. For example, though he may be facing forward he can "see" someone pulling a gun behind him or detect someone on the other side of a wall.

Peak Physical Conditioning: Through many years of intensive training in multiple physical and mental disciplines, his body and mind is at the peak of a man of his age, height, and weight.
Expert Interrogator: His uses many different interrogation methods to extract information from criminals. His knowledge of criminology and torture is unerring and often overwhelming.
Gifted Intellect: His intelligence and brain functions have always been apparent; long before he was affected by radiation, his long-term midnight training, A+ morning schooling and little need of sleep is a testament to that.
Expert Tracker: With the aid of his hyper-senses, he is able to track objects and people from miles away with ease.

Master Acrobat: He is a superb athlete, gymnast, acrobat, aerialist and almost without peer due to the many years of constant training and exercise. Only a very small handful of other fellow superhero martial artists can possibly match him in acrobatics.
Weapons Proficiency: The Specter is highly proficient in wielding various martial art weapons through his ninjutsu training, such as swords (katana), chain weapons, stick and staff weapons, combat knives of all types, both ancient and modern military style, and projectiles such as shurikens, throwing knives, bows, and even firearms.
Master Tonfa Fighter: He is a masterful expert in wielding tonfa and other related weapons.
Master Martial Artist: The Specter is proficient in many martial arts originating from China, Thailand, and Japan. While many of them are unstated, Ninjutsu is the most noticeable one.
Indomitable Will: He has tremendous determination, fearlessness and strength of will, which makes him an extremely formidable opponent, one who absolutely refuses to ever hunker down and give up, even when placed against seemingly insurmountable odds.
